Default Maintaining Enchantments

Sorry if this has an obvious answer, but somehow it has passed me by.

I was out experimenting with various enchantments this morning, and when running 2 my energy stops regenerating, is this part of the gameplay?
To keep you from running multiple enchantments and beeing able to cast spells?

Maintained enchantments require an arrow of energy regeneration to maintain. Every enchantment that is on you permanently(doesn't expire after a set amount of time) requires energy to maintain- if you look at the skill description in your skill list, it'll have a little blue circle with an arrow in it under the skill cost- that means that using the skill will reduce your energy regeneration.
